Ideally it should represent the prioritization of work that makes the most effective use of available funds while still providing safe passage for the public that utilize the network. It must also be practical and take into account less tangible considerations such as the number of contracts that can be administered simultaneously and it should minimize, wherever possible, disruption to the public.
There may be more than one strategy that meets these criteria and the Management System you use should not only generate what it believes to be the most suitable but should allow you to make any modifications you deem necessary.
